BTC USD Outlook: Thailand Opens Bitcoin ETF Route on Oct 16
Thailand's SEC establishes a legal framework for local Bitcoin and Ether ETFs, with regulations taking effect on October 16. The passive funds will trade on the Stock Exchange of Thailand under strict investor safeguards.
The Securities and Exchange Commission (SEC) of Thailand has completed 11 regulatory notifications establishing a legal framework for locally organized Ether and Bitcoin exchange-traded funds (ETFs). Observers monitoring BTC USD should note that October 16 marks the regulatory effective date rather than a guaranteed first day of trading.
Phase one is strictly limited to Ether (ETH) and Bitcoin (BTC). Every fund is required to be passive, follow a sole cryptocurrency, and maintain an average net exposure of at least 80% to that specific asset throughout each fiscal year.
These products are built to track the price of a single coin rather than actively manage a basket of assets. Underlying digital currencies must be stored with SEC-regulated custodians, and the resulting funds may only trade on the Stock Exchange of Thailand (SET).
Individual asset managers must still secure direct approval for their specific products before any listings can take place on the SET.

What Must Thailand’s Bitcoin and Ether ETFs Do, and Who Can Buy Them?
Initial offerings are restricted exclusively to Bitcoin (BTC) and Ether (ETH). Each vehicle must operate passively by following a single coin and upholding an average net exposure of no less than 80% to that asset across every fiscal year. Assets must reside with SEC-supervised digital custodians, and trading is confined strictly to the SET.
The regulatory guidelines establish no alternative exchange or over-the-counter channels. Furthermore, domestic private funds and mutual funds are permitted to invest in these domestic crypto ETFs within their existing allocation caps.
Retail access is subject to strict investor safeguards. Brokers are prohibited from offering margin for these purchases, and buyers must review an explanation of the fund structure and associated risks, confirming their comprehension before executing trades.
Cross-border investments face similar limitations. Thai securities companies are barred from assisting retail clients in purchasing overseas crypto ETFs unless those buyers qualify as institutional or ultra-high-net-worth investors. Additionally, depositary receipts tied to foreign crypto funds remain prohibited for the time being.
Such distinctions extend to alternative crypto fund applications, such as a Zcash ETF filing; individual funds in Thailand must receive explicit SEC approval. The final notifications follow an earlier consultation period hosted by the SEC regarding domestic Bitcoin and Ether ETFs.

Can Thailand’s ETF Rules Move BTC USD While Local Trading Shrinks?
The regulatory rollout coincides with a period of declining domestic crypto engagement. SEC statistics indicate that active exchange accounts dropped to 121,000 in July 2026—down from approximately 265,000 in 2024 and marking a 21.82% decline from the prior month. Daily trading volume contracted by 27.13% month over month to 1.378 billion baht. Stablecoins accounted for 66% of this volume, while Bitcoin represented just 16%. These metrics reflect domestic exchange activity rather than interest in the forthcoming ETFs.
Moreover, the new guidelines do not explain recent price movements in BTC USD. Bitcoin fell beneath $81,000 on October 8 amid liquidations exceeding $1.1 billion, coinciding with $244 million in outflows from U.S. spot Bitcoin ETFs that same day following an even larger outflow session previously. BTC USD has since rebounded to roughly $82,593.
The support level indicated held, but following the excellent gains of the past few days, I preferred not to take any risks.$BTC now needs to recover the 84,500 level on the 12-hour chart: a break above this level would pave the way for a continued uptrend. At present, the primary milestone is the official authorization for qualified funds to enter the market. Actual trading depends entirely on asset managers obtaining product clearance and finishing the SET listing protocol. Until specific funds are officially named, their impact on BTC USD remains a development for the future.
